SCM Library Provider

The SCM Library Provider fetches libraries from a remote source code repository.

SCM	The available options of SCM types (git, mercurial, etc) is dynamically determined based upon the SCM plugins that have been installed on the Jenkins instance that implement the SCM API 2.0 specification that JTE relies on to interact with the remote repository.
Base Directory	The relative path within the repository where the libraries can be found
