Temporal Packages

A uv-managed Python monorepo for the shared Temporal libraries that the worker and API starter templates depend on. Houses the foundry-temporal worker patterns and related utilities behind a stable, versioned package boundary, plus the CI/release plumbing that publishes them to the internal index.
